Activities of the Hiroshima Prefecture Public Health Nurse Team Controlling Group in the July 2018 Heavy rain Disaster: Interprofessional Collaboration and Receiving Support

 During the July 2018 heavy rain disaster, supervisory public health nurses of the Hiroshima prefecture formed the "Public Health Nurse Team Controlling Group" in the prefectural office for acceptance of public health nurse teams in the Hiroshima prefecture and supporting public health nurse teams from 33 local governments outside the Hiroshima prefecture, general coordination of their activities, and establishment of a collaboration system among the disaster psychiatric assistance team and profession-specific teams consisting of different public health and medical professionals, such as nurses, pharmacists, and rehabilitation staff.
 Of these activities, (1) unification of evacuation center daily report formats and (2) public health-medical care collaboration meetings in which team leaders with information of evacuation center daily reports participated, were essential for smooth information sharing and activity coordination among different teams and with evacuation centers and affected municipalities.
 In addition, (3) prefectural public health centers sent public health nurses to municipal activity bases as liaisons to facilitate communication/coordination between the prefecture and the municipalities and support the municipal public health nurses. The liaison public health nurses provided municipal public health nurses who were playing a supervisory role with advice and support, such as operation support for municipal public health-medical care collaboration meetings and supporter meetings held in the affected municipalities and coordination of activities of supporting public health nurses from other prefectures. Both, the prefectural public health centers and municipal public health nurses, appraised the placement of liaison public health nurses as effective.
 After the activities during the emergency restoration period, we conducted a hearing survey of public health nurses of prefectural public health centers and held a joint activity debriefing session by prefectural and municipal public health nurses to clarify issues to be addressed by supervisory public health nurses of the prefecture to be prepared for future disaster. Among the issues to be addressed, we have already completed the preparation of the initial response manual stating the placement of liaison public health nurses and public health-medical care collaboration meetings and the revision of the activity manual to establish the unified format of evacuation center daily reports. Currently, we are working on the human resource development to train public health nurses capable of leading health activities during disasters through practice of daily duties and training courses.
